The Users and Screeners Association (USA) is an independent consortium of Federal agencies, cost reimbursement contractors, project grantees, government corporations, Federal cooperators from land grant universities, and others who acknowledge the prime directive to use Federal Excess Personal Property as the first source of supply. Consequently, USA is a unique blend of screeners who are looking to acquire property and Federal property managers who are anxious to dispose of property. The purpose of the organization is to share expertise, alert members to program changes, promote the benefits of using Federal excess personal property, develop professionalism among Federal screeners, and provide a unified voice to Federal concerns. USA-FEPP members have access to a variety of resources, policy and operations information, screening and acquisition tools, reference materials, and contact information required to maximize their reutilization potential. Many of these items are located on this website including the FEPP directory, forms used in FEPP acquisition and disposal, pictures of FEPP items in use nationwide, links to useful sites on the webs relating to USA-FEPP and much more.
The 16th annual USA-FEPP Professional Development Workshop and Conference will be held July 30 through August 2 at the Omni Hotel, Charlotte, NC. An extensive information packet should be available on this website approximately mid-late May, 2007 with tentative agenda, registration forms/links, presentation information, hotel registration forms, and more. Just as last year, conference attendees will be able to register online or use traditional mail-in forms. Meeting attendees have the opportunity to learn the latest information on the DoD/DRMS property program, GSA Personal Property Division Operations, GSA Personal Property Management Policy Division, property screening, upcoming available FEPP, Recycling Control Point (RCP) Program, and property available from other federal agencies. In addition, attendees have the opportunity to meet GSA Area Property Officers (formerly Area Utilization Officers) in person, network with FEPP managers and generators, learn about GSA and DRMS electronic screening systems, and updates on other programs utilizing items received from the Federal Excess Property Program.
The USA-FEPP Directory contains names and contact information on approximately 450 Users and Screeners of FEPP including clickable email addresses.
There are two ways to become a member of USA-FEPP:
1. Attend our annual Professional Workshop and Conference and yearly dues are included in the meeting registration fee, or;
2. Visit our membership application page on the website and apply for membership via hardcopy application; the application should be accompanied with a check for $50.00 made payable to USA for annual dues.
All FEPP Professionals --both USA Members and non-members -- are welcome and encouraged to use the USA-FEPP website often.

The ultimate goal for the Users and Screeners Association - FEPP, Inc. is to promote the reutilization of federally owned personal property extending its utility to the taxpayer throughout the usable life of the item(s). USA-FEPP parallels itself with the Federal Property Management Regulations (FPMR) promoting the use of Federal Excess Personal Property as the first source of supply in lieu of new federal procurements.

Simply go to the Directory and search Users and Screeners by any keyword; last name or location (by state) are the most common searches. Complete results are returned including phone, fax, and clickable email information.
Simply go to the Forum and visit the various messages posted by other visitors via their hyperlinks. Various categories of messages are easily identifiable by differing icons. After reading the messages, you can use your back button to return to the forum. If you would like to reply to a specific message, click on the message and then click on "Post reply". If you would like to post a new message, simply scroll down halfway on the forum screen and enter your name, email, and subject. Then type your message in the large window; you can also include an image or web page for other readers to view. When done, click on the icon that most represents your type message posted and click on the button labeled "Post a new message". You will be given the opportunity at the next window to view the message for errors or changes. When done, click on "Save message" and your message is posted to the forum. Help and search features are also included in the forum and are menu driven.
The USA-FEPP Resource/Reference Section contains a variety of tools and forms used by every FEPP Professional. Included are an "Electronic Toolkit" which contains various downloadable form files for completion and printing, listing of Federal Stock Classes, Cost-Reimbursable codes, RCP Discrepancy Form, listing of commonly used acronyms, and more. Also included are links to websites containing general information on condition codes, DEMIL codes, GSA Policy Management, agency regulations, GSA Area Property Officers (formerly AUO's), contact information on the RCP program, and more.

Throughout the year, USA-FEPP promotes interaction among members and those affiliated with the Federal Excess Property Program. The USA-FEPP Forum is designed for dynamic interaction among members and visitors regarding property issues, policy concerns, equipment available, equipment needed, the annual meeting, questions, etc. The forum is available 24 hours a day, 365 days a year. The wide range of contact information available through the USA-FEPP Directory is a dynamic catalyst for networking all year long with fellow FEPP professionals. Various news items are posted on the home page between the picture applets throughout the year.
