  • What is Federal Excess Personal Property and who is eligible to utilize it?

Federal Excess Personal Property is defined as any item -- other than real property -- purchased by a federal entity and available for transfer (reutilization) to another federal activity, activities with federal monies, or those with legislative authority to receive items from excess. This can include federal agencies, cost reimbursement contractors, project grantees, Federal cooperators from land grant universities, and others who acknowledge the prime directive to use Federal Excess Personal Property as the first source of supply. The reutilization of FEPP within the federal community saves hundreds of millions of dollars annually in lieu of additional federal expenditures. Although there are some exceptions, for the most part, there is usually no charge associated with the transfer of FEPP from one federal agency to another other than costs for transportation, packing, and crating.

The following organizations are eligible to obtain federal excess personal property:

  • Federal Agencies, including wholly-owned Government corporations.
  • Cost-reimbursable Government contractors
  • Federal cooperatives and project grantees (some require reimbursement)
  • District of Columbia municipal government
  • Architect of the Capitol, U.S. Congress
  • Federal judicial agencies
  • Mixed-ownership corporations as defined in the Government Corporation Act
  • Certain non-Federal agencies eligible to use GSA sources of supply
     

     

  • What is the Users and Screeners Association - FEPP and how is it beneficial to the FEPP Professional?

The Users and Screeners Association (USA) is an independent consortium of Federal agencies, cost reimbursement contractors, project grantees, government corporations, Federal cooperators from land grant universities, and others who acknowledge the prime directive to use Federal Excess Personal Property as the first source of supply. Consequently, USA is a unique blend of screeners who are looking to acquire property and Federal property managers who are anxious to dispose of property.  The purpose of the organization is to share expertise, alert members to program changes, promote the benefits of using Federal excess personal property, develop professionalism among Federal screeners, and provide a unified voice to Federal concerns. USA-FEPP members have access to a variety of resources, policy and operations information, screening and acquisition tools, reference materials, and contact information required to maximize their reutilization potential. Many of these items are located on this website including the FEPP directory of approximately 450 Users and Screeners, forms used in FEPP acquisition and disposal, newsletters, pictures of FEPP items in use nationwide, links to useful sites on the webs relating to USA-FEPP and much more.  If you would like to surf the above items, start with our home page.
